Section 15 of the Consumer Protection Act applies to qualifying repair or maintenance transactions above the prescribed threshold where the provider takes possession of the property or the consumer requests an estimate beforehand. The provider may charge after an estimate is authorised, after the consumer declines an estimate and authorises the work in writing or another recorded form, or within a maximum pre-authorised in that manner. The regulations set the threshold at R1 excluding VAT, and require the estimate to give a breakdown and total, the nature and extent of the work, and how long the quote is valid.
